Death

The American government bans capital punishment for mentally handicapped convicts, even if doing so is the best solution. Some cops seem to be enjoy killing inmates regardless, and most felons seem to be okay with dying anyway. The Health section proves one likely doesn't care how many years it has left or how well they go.
